CLASS TITLE:  Streets Maintenance Leader I

 
 

 


PURPOSE OF THE CLASSIFICATION:   

Responsible for overseeing a crew and performing unskilled and semi-skilled tasks; works on individual job assignments or as a member of a work group engaged in planned or scheduled general maintenance or renovation activities involving maintenance and construction work on City streets and associated drainage and access areas.  Duties often include the operation of light to medium sized vehicles and construction equipment. 

 


ESSENTIAL TASKS:

=        Directs and participates in the operation of backhoe, front-end loader, bobcat, forklift, trencher, street broom, water truck, grader, bulldozer, tractor, street sweeper, oil distributor, water truck chip box, front-end loader, rollers and motor patrols, gradall, pulverizer and other light to medium construction equipment.

=        Oversees and participates in the operation of hand and power tools such as air compressors and jack hammers.

=        Oversees and sets up work and safety zones.

=        Reads blueprints, shoots grades, calculates material needs, orders concrete and participates in or directs setting of forms.

=        Meets with contractors and reviews work progress and work quality.

=        Participates with or directs small crews in patching streets; repairs and rebuilds manholes, curbs, gutters, head walls and slope walls; installs or repairs driveways and streets.

=        Builds or directs others in work involving catch basins; mixes, pours and finishes concrete.  

=        Performs building and grounds maintenance as required. 

=        Performs minor repairs to buildings, including carpentry and painting.

=        Performs other work as necessary and or as assigned.

=        Must report to work on a regular and timely basis.

REPORTING RELATIONSHIPS:

The Streets Maintenance Leader I reports directly to the Streets Maintenance Leader II.

The Streets Maintenance Leader I oversees the work of the Public Works Equipment Operator I and Streets Maintenance Worker II position(s).  May direct the work of the Public Works Equipment Operator II position when assigned to particular jobs in the field.

 


QUALIFICATIONS:

Training and Experience:  High school diploma or equivalent and three (3) years of experience as a trades helper or maintenance laborer in any of the construction and maintenance trades, preferably including some work experience involving the operation of light to medium construction equipment with at least one (1) year of the experience leading and coordinating or providing general crew oversight or supervision.

 

Knowledge, Abilities and Skills:  Considerable knowledge of manual labor work practices, methods, tools and materials of varied semi-skilled general maintenance work; and good knowledge of the hazards and safety precautions of the work.  Ability to understand and follow verbal and written instructions; ability to use various types of mechanical tools and equipment; ability to operate various types of automotive and power equipment.  Requires ability to courteously and tactfully communicate with fellow workers, supervisors, other members of the organization and the public in giving and receiving information.  Ability to read and interpret plans and specifications; ability to plan and oversee the work of semi-skilled and skilled workers; and the ability to understand and influence the behavior of others within the organization, customers or the public in order to achieve job objectives and cause action or understanding.  Must have skills in the operation of light to heavy automotive equipment and in the use of pertinent tools and power equipment. 

Physical Requirements:  The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job in compliance with the Americans with Disabilities Act (ADA) requirements.  On a case-by-case basis, reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  Physical requirements include occasional walking and standing; frequent carrying and lifting of up to fifty (50) pounds; occasional lifting and carrying more than 60 (sixty) pounds; frequent reaching, handling and twisting; occasional balancing, stooping, kneeling, crawling and climbing; vision, speech and hearing sufficient to perform essential tasks.  Punctuality and reasonable attendance is essential.     Must submit to drug screening and fitness to work physical exam.

Licenses and Certificates:  Possession of a valid Oklahoma Class B CDL is required. 

WORKING ENVIRONMENT:  Work in this classification is primarily outdoors.  Will travel to other City locations as required.  Exposure to wet, hot, cold and/or humid conditions.  Requires ability to work weekends and holidays. 

Notice:  This classification is a “safety sensitive” position as defined by the United States Department of Transportation drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing Act and/or the Oklahoma Medical Marijuana laws.  As a “safety sensitive” classification, the employee will be subject to drug and alcohol testing including random testing.  Marijuana is one of the substances included in the drug panel screening.  Possession of a medical marijuana license will not excuse the employee from the testing process or the consequences of testing positive for marijuana. 

STARTING PAY:  $15.30/hr.  Excellent employee benefits (insurance, vacation leave, sick leave, retirement, holidays).

WORK HOURS:  8:00 a.m. to 4:30 p.m., Monday through Friday.  Requires ability to work weekends and holidays. 

WORK LOCATION:  City of Muskogee Public Works Department, Streets Division, 301 South Cherokee Street, Muskogee, Oklahoma.
