Coordinate the credit union’s overall compliance with applicable rules, regulations, and statutory requirements.  This is accomplished through implementation of a Compliance Program and performance of the duties and responsibilities listed below.  While implementing or recommending action to ensure compliance, the Compliance Officer should be conscious of streamlining efforts, cost effectiveness, safety and soundness, and proper maintenance of the internal control structure.  The Compliance Officer shall have reasonable access to all credit union activities, records, property and personnel, as necessary, in order to fulfill the duties and responsibilities of the position.

Duties and Responsibilities:

               

  1. Develop and implement credit union security measures as necessary to ensure compliance with policies and procedures and to control future risks and losses.
  1. Assist in the revision and/or design of security measures, forms, contracts or disclosures, in compliance with all State and Federal rules and regulations.
  1. Develop and ensure implementation of database and record retention policies and procedures for classified information in accordance with regulations and laws.
  1. Communicate with governmental and law enforcement agencies, and providing information relating to risk management matters that affect credit union operations.
  1. Keep current, monitor, and analyze developing trends and changes in regulatory compliance laws, rules and regulations, and advise management of the operational impact of such trends and changes.  Facilitate implementation of new and regulatory changes as necessary.
  1. Designated as the credit union’s OFAC Compliance Officer. Responsible for overseeing OFAC and BSA  compliance.  May assign OFAC compliance responsibilities to operations, systems management and supervisors. 
  1. Review the credit union’s policies, procedures, products, and programs to ensure compliance with applicable laws and regulations.  Make recommendations for change where appropriate.
  1. Ensure that any change in policy or procedure is communicated to impacted departments, or the credit union as a whole, with clarity.  Follow up to ensure new procedures are understood and implemented.
  1. Participate in new product development and provide input regarding compliance concerns relevant to proposed and current products and services offered by the credit union.
  1. Perform reviews of compliance program and report monthly to senior management and Supervisory Committee.
  1. Assist the Supervisory Committee with their duties and responsibilities. Attend monthly Supervisory Committee meetings.
  1. Function as the primary liaison with federal examiners and auditors. During compliance-related examinations, ensure that compliance issues are adequately addressed with internal, external and NCUA auditors, and monitor corrective action of any compliance deficiencies identified in regulatory reports of examination.  Assist examiners and auditors by providing the records and information requested to complete their examinations and audits.
  1. Review all advertising and marketing material for compliance.
  1. Perform an annual risk assessment of the credit union. Make recommendations to minimize loss exposure  without compromising safety and soundness.
  1. Assist in the preparation of the semi-annual security report.
  1. Develop or assist in the development of compliance training programs and selection of training courses.
  1. Develop and maintain a current library of compliance resources and be a subject matter expert for the credit union with compliance-related issues.
  1. Maintain and project the professional reputation of the credit union.
  2. Represent FSFCU in a courteous, efficient and professional manner at all times.  Maintain positive attitude when dealing with members and co-workers.  Work cooperatively in a team environment with other staff members.
  3. Maintain professional appearance and good attendance.
  4. Ensure highest level of accuracy and confidentiality in all credit union business.
  5. Complete all required training programs.
  6. Comply with BSA and Fair Lending regulations when performing all job requirements, and stay abreast of updates/requirements of BSA/OFAC/CIP through the completion of training courses assigned annually by trainer as well as meetings discussing BSA compliance activities.
Requirements

Knowledge and Skills:

Well-organized, efficient, detail-oriented, self-starter, able to work independently.  Excellent analytical ability, ability to conduct thorough research, interpret and understand laws and regulations, and provide workable recommendations and solutions to problems.  Broad knowledge of, and practical experience with, credit union or other financial institution operating areas, functions, products and services and the laws and regulations which apply to credit unions. Ability to manage simultaneously, multiple tasks and changing priorities in an efficient and effective manner. Ability to work with all levels of management, staff, and members.

Excellent oral and written communication skills.

Certified Compliance Officer, or agree to complete a compliance officer certification program within two years of hire date.

Physical Skills:

Required to sit, talk and hear.  Must be able to stand at events for extended periods of time. Required to use hands and fingers, handle or feel objects, tools or controls.  Specific vision abilities required by this job include close vision and adjustable focus.  Must be able to lift and carry 20-pound objects. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.  Must possess a valid driver’s license.

Remote work:

Limited remote work may be approved by the CFO or  CEO on a need basis.
